Your proposal only makes sense if you could be absolutely sure no changes have occurred in between the previous comparison session, of which the results are stored in said file, and the new/resumed comparison session.
But how could you be sure?

If the directory structure in your dir1 is (completely) different from that on your SD card, then FreeFileSync seems to not be the tool for your job.

So, you did not remove the FTP connected location (your top location) in the list of folders to be monitored by RTS.
Click the minus-icon in front of your FTP location.

Ah, you mean in specifying your left-right base location?
In that case you can simply specify C:\Users\dub\AppData\Local\Adobe\InDesign\ and its counterpart as your left, respectively right base location, and use an Include Filter entry of

You can use the FFS Filter rules to In- or Exclude files and/or folders in your sync. Because the file-ID of both the left- and right-side file has changed compared to what it was at the end of the previous sync, as stored in the left-, respectively right-side database file.

It seems to be a long standing (and still unfixed) WebDav problem, making both Windows and Linux reporting the used and available space of the local disk.

As per the earlier description by Zenju (the author of FFS), your "Cannot determine sync-direction: No change since last synchronization" conflict is apparently considered to be of the 2nd category.
