Filter by accessed date rather than modified date?

I use an external HDD to shuttle new files from my NAS to my backup server.

I use the mirror function, with the time filter set to one week.

Problem is, FFS filters by modified date.

That means it doesn't catch new files from another volume or zip file.

Is there any possibility to filter by accessed date, instead?

Robocopy does this with the /maxlad flag, but I like FFS's recycle bin feature.

You seem to create the problem yourself by setting a time filter of one week.
If you omit the use of the time filter, all new (or modified) files (within the scope of the left and right base location) will be part of your sync. Those that have been created or changed in the last week (assuming you run your sync weekly), but also those that were copied from elsewhere.

The source volume is 73TB.

Short of having a 73TB external HDD, the time filter is necessary.

Using accessed date, rather than modified, would solve the problem.

How is the data structured? Can't you use the filters to limit the data?

I'm trying to do precisely that. By date.

The entire contents of the server are mirrored at a second location.

The only files I need to move are the new ones.

Filtering by time makes the most sense, only date modified isn't the best choice.
