FreeFileSync before user Login

Can I use this software to Sync a specific folder to an external USB Drive without the user having to Login into Windows?

You may use the Task Scheduler to run tasks.
With the proper settings, tasks can be run under specified user credentials without that user being logged in.
You can then run FFS syns saved as *.ffs_batch files. Make sure you save the tasks such as not to block sync progress; see here.
