SyncToy synchronize mode (according to the help file) does this "New and
updated files are copied both ways. Renames and deletes on either side are
repeated on the other."
I think FFS Automatic is different: it only checks whether files exist on both
sides, so a new file on one side will be treated ...

I am syncing Outlook Express .dbx files in automatic mode between a desktop PC
and a network drive, using Real Time Sync. I keep getting a conflict message
with one or two of these files. But no-one has done anything with the files on
the network drive, so the only change on that side has been made ...
