It keeps regenerating a 16kb sync.ffs_db file when i try to delete it. Not sure why.

sync.ffs_db causing issues
I was not able to change security permissions or take ownership, even when i tried to run ICACL or other batch commands the internet suggested. I was able to delete the file but it keeps regenerating. FreeFileSync is not on so I don't understand why the db file regenerates.
