Depends on how complete you're talking. FFS will copy files from one location to another. But the C drive is going to tend to contain a lot of stuff that FFS will not copy, such as hidden system files, and the OS and such.
If you just want files, a mirror (or update) operation will copy them over ...

Yeah there are apps that save space that way. I use Duplicate Cleaner by DigitalVolcano, which is actually why I had this question. I'm not sure I understand how that would work for my scenario. What would the process be for utilizing this feature to accomplish the task of performing an update sync from one drive to another, ignoring folders that have not changed?

Did I miss something? It sounds like you just deleted to the recycle bin. Using the restore function from there should put the files back into their original location. Did this not work?
