I discovered the problem was not with FFS it was due to windows offline files. Windows had copied the NAS drive contents to C for offline viewing.

Overnight I did a sync of about 800GB between my NAS drive and my RAID drive (E). When I got up this morning I found that my SSD C drive was full (122GB available yesterday). Has FreeFileSync created something on the C drive even though it was neither the target or source drive.
