I ran some tests. Every test is run once only. FFS running on Windows 10, WiFi FTP Server on Android. Comparison times for about 11,000 files in seconds. I downgraded to v 11.29 and the comparison speed is regained. And I certainly did not change the comparison method.

The Author of WiFi FTP Server released a new version 1.9.4. This solved the problem using SSL mode explicit on Android 10. Now FreeFileSync, Curl, and FileZilla can connect to the server.

PS: WiFi FTP Server allows to set "SSL mode" to "excplicit" under options, in which case connection with FreeFileSync will work. Right, FreeFileSync used to work running WiFi FTP Server with mode "explicit" on Android 9. Unfortunately, it does not work anymore running ...

@ryang Thank you for your comment. Unfortunately, I didn't find a secure solution. FFS version 11 has the same issue as version 10.x has. As I mentioned in my first post, reverting to an unencrypted connection makes syncing possible. But having an encrypted ftp connection to android 10 like to andro...
