The Outlook data file is basically always being touched, even if it ends up being unchanged, ask Microsoft to figure out why. If you are using RTS to monitor a location containing it, it will trigger RTS to fire off the command line. You didn't mention RTS though, but I have to assume you are using it ...

This is indeed an Outlook file, but it is not opened during the sync process (Outlook cannot even run on this device which is only a network disk and not a Windows machine).

Assuming Outlook uses the TomerDor.pst file, if you opened Outlook while FFS was performing the sync, Outlook will lock the *.pst file, and FFS will not be able to copy the file (any more).

...so I restored my D drive manually, by copying the files in Explorer. Everything was fine, the D drive and the backup matched. And then I ran FFS, knowing the two drives were identical apart from my Outlook files, and now I have 8.7GB inaccessible space on my D drive again. What gives???

They probably generate different traffic type.
What's the name of your email client?

*.ost-files are normally locked while Outlook is running/open.
Try closing Outlook and then sync again.
Or try using volume-shadow-copy.
