FFS takes the directory structure into consideration when it makes its compares. And at present you seem to be compare a source with 1700 files to a target with 0 (I'm presuming). Set your comparison to Content. Run a Compare. With the View filters, unselect all except for the equal (=) filter. That should leave you with only files that content compare. Is install.dat "portable" between machines, or is it tied to a specific machine? I don't have two to test on, currently, so if you install on one, then install on the other, then compare the install.dat between the two, that will tell you if they are the same or not. And if not, I'd guess ...

What OS are involved?
Do you (did you) have 'Copy DACL, SACL, Owner, Group' enabled in FFS?
If so, then maybe its just a permissions issue not being set correctly or sufficient on the other end?

What OS? Are you sure the file attribute is "read-only", as AFAICT, read-only should not be an issue. Possible that the files could be "locked" by by another process? Maybe the 'T' (Temporary) attribute could cause issues? Do you have the 'Copy locked files' Option (VSCS) enabled?
