Can FFS do "shadow" copies, e.g. Outlook.pst when app is not closed?

Can FFS do "shadow" copies, e.g. Outlook.pst when Outlook app is not closed?
Maybe I am using the wrong word "shadow", what I meancis if a data file is opened in another program or by some process, can FFS still make a valid copy of it?
