Why does Windows report a file change for outlook .pst-files without any outlook activity? FreeFileSync is running a lot without changes in the .pst-files.
FreeFileSync creates a Volume Shadow Copy every now and than. Why?

The Outlook data file is basically always being touched, even if it ends up being unchanged, ask Microsoft to figure out why. If you are using RTS to monitor a location containing it, it will trigger RTS to fire off the command line. You didn't mention RTS though, but I have to assume you are using it based on what you said. FFS would only create a VSS copy of the pst file is locked during a sync and you enabled the option to copy locked files. You'll need to provide more details on your configuration if this info doesn't help.
