I am back to report that I found a very interesting solution to this, for at least one server, and it's not one I would have EVER thought to check. I am still not even convinced that this will fix all my servers.
On one server that has just not surrendered, I changed DNS to use Cloudflare (1.1.1.1) instead of the automatic DNS provided by my router (Comcast 75.75.75.75) and the upload speed INSTANTLY increased to max. However, I checked another server still giving me fits and it already had these DNS settings but it made no difference in speed.
Go figure.
EDIT 10m later: That was a short lived fix. Upload speed throttled again. Just when I think I have this figured out...

Final update:
I've given up. I am not able to figure out what exactly is happening, but for certain it is out of my control. At some point, one must cut their losses and focus time and energy on what works. FFS works fine for my SFTP backups, but I have had to transition to another product that runs on my Synology NAS to sync backups to Google Drive without the throttling.
