13.3 Windows Setup is flagged as Unrecognized App

Downloaded the "FreeFileSync_13.3_Windows_Setup.exe" file and when I tried to open it, "Microsoft Defender SmartScreen prevented an unrecognized app from starting. Running this app might put your PC at risk." The Publisher is listed as Florian BAUER. How do I know if it's safe to install? This is on Windows 10 using Google Chrome for download.

Shows no issues. The changelog shows "Updated code signing certificates (Windows)", which is most likely directly correlated to the message you are receiving. That message just means Microsoft hasn't seen it enough to allow it through without warning and usually only happens to the first people to try running it.
