If I use the free up space option of OneDrive (file will show but not store locally in the OneDrive local folder), when I mirror files from local server drive to workstation OneDrive folder, if the file didn't change will freefilesync know not to mirror it even the file only on OneDrive Cloud?

It depends on how FFS is set up. If you are using content compare, OneDrive will have to download the file again to do that. If you are just using name and date comparison, it should work as expected since that info is still stored locally

I tried only name and date comparison but didn't work because the file size in the OneDrive folder for some reason are larger, already disabled versioning.

Yeah, in that case freefilesync with date and size comparsion won't work, with file content will it take that long every sync or only the first comparsion?
Is there a way just check the date and time?

File content will take a long time, every time.
Unfortunately, size comparison can't be disabled
