I have a desk top running Windows 7 Ultimate x64 and a laptop running Windows 8.1 x64 and I'd like to sync some files or folders between the two. Is it possible to do this with FreeileSync and if so how?

Yes, so long as both machines are on the same network, e.g. you can share files on one machine and access them from the other one.
If you haven't used this type of programme before I recommend that you have a look at the *# Overview* page in the FreeFileSync help for a brief guide on how to set things up.
Then set up a test folder on both machines, and then set up a synchronisation between those folders. Then make some changes to the files in the folders so that you understand what is going on. When you understand how FreeFileSync works, you can set up the synchronisations on your "live" data.
