Lock disabled, but still locks directory

We've set "LockDirectoriesDuringSync Enabled" to false in the GlobalSettings xml file, but we are still intermittently seeing directory locking during sync. Is there a way to permanently disable the directory lock? It doesn't lock about 90% of the time, but other times the sync.ffs_lock file is still generated.
