Batch Order

When I setup a batch, does the order go from top to bottom? Just asking because when I go to add a line the top line drops into second place. Seems like if I add a line it should drop to the bottom. Or can we get a drag & drop for order? Or just a simple way to have a batch job run In a specific order!!!
