These steps have been tried successfully on 32bit Ubuntu ver 13.10 :
1. Launch Synaptic Package Manager. (It's not installed on Ubuntu by default. If you've not got it yet you can find it in the Ubuntu Software Centre).
2. Go to menu Settings->Repositories
3. Click on the Other Software tab.
4. Click the Add button.
5. In the box for APT line add :
ppa:freefilesync/ffs
6. Click Close.
7. Click Reload to refresh the list of apps in all repositories.
8. Close and then relaunch Synaptic Package Manager. (For some reason I've found that FFS doesn't always appear in the lists until you do this).
9. Search for freefilesync. It should now appear in the list of available apps.
10. Tick the little checkbox next to it to mark it for installation.
11. Click Apply.
Ubuntu will automatically take care of everything and also install the extra dependent packages that FFS seems to need to work.
