Can't install FFS 8.1 in Win 10

I want to start using FFS but when I try to run "Free File Syn 8.1 Windows setup.exe" I get an error "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item." I tried "Run as Administrator" but no luck. It's my personal computer, so no other administrator or permissions are involved. I can run any other installation exe I've tried. Any guidance on this?

Right click on the file, select properties, check bottom of general tab for a sentence that looks like "This file came from another computer........". If there, click on unblock.

If that isn't the problem, you either have a corrupt file or the file security/permissions are set wrong.
