Sync by file date and absence/presence

I'd like to sync like folders on two devices using the second device as a backup (target device). So when I run a sync, I'd like the files to be compared not only by date/time and update those on the target device that have been more recently saved but also whether any of the source device files have been removed and have them removed from the target device as well. Can this be done?

Sounds like a simple "mirror" sync.
