.ico file not synching

Many times while synching I will get a message that an .ico file for a specific program cannot be synched. The indication is that both sides have changed----but its a SYSTEM file that the program uses; it is not a user-editable file. Why is this?
Workaround: I can delete the file from my USB key device, then go find it on the PC and copy and paste it it back to the USB key, and that solves the problem for a few days. But then it happens all over again.
Why is a file that is not being changed by the user being recognized by FreeFileSync as HAVING BEEN CHANGED BY THE USER?
ARRRRRRGGGGHHH. This is nonsense. It's one file-----it's always the SAME file----and its annoying.
Any help is appreciated. Thanks.

FreeFileSync apparently simply concludes the file has changed, apparently on both sides.
This might have been by the user, but just as well by the system or by a program the user has used.

Do you know what the file is used for?
If it is important, and there is a conflict (both have changed since the last sync), you can set the action manually,
e.g to copy the most recently changed file to the other side.
If the file is not important, you can simply exclude the file from the sync by means of the exclude filter.

Well, yeah----it could be changed by the program it's from----a program that I myself wrote that I have not accessed in months. So yes, I do know what the file is for----I made the icon myself. But I have 20 other icons that I made in the past that have no sync issues----it's always that same file.

Having to used filters to exclude file sync issues that occur at random is 'treating the symptoms', not 'treating the cause'. It's like putting down poison for ants----if you have ants, there's a reason. Look for the reason, fix it, and the ants will go away.

OK----I decided to take my own advice and look for a 'cause'. Turns out, I embedded my icons into the application I wrote and that the .ico file isn't even needed in that folder. If I don't have the .ico file in there, then there's no problem with the sync and the .ico file.
