I have the latest version 9.3 installed. System OS is Windows 7. I am getting the following error. Please resolve.

FFS does what it is supposed to do: it signals a (potential) conflict, as the mentioned file has changed on both sides (left and right) since the last FFS sync was run, so it is not clear to copy over from where to where (if at all).
It seems you are running GoodSync next to FFS.
I don't know GoodSync in detail, but it seems "_file_state_v4._gs" is a GoodSync specific file, comparable to a "sync.ffs_db"-file as used by FFS.
In that case, it is likely not desirable to sync the "_file_state_v4._gs"-file at all.
The simplest thing to do in FFS is then to exclude the "_file_state_v4._gs"-file (or the entire "_gsdata_" folder) via the FFS exclude filter.
