Attempting to build a new config file, see attached screenshot. Not knowing any better method, I chose to start with the path to my main collection of user data, D:\Users\Michael, exclude the whole thing (can't remember just how), then selectively Include the folders I want to back up. This may be a bad approach but I can't find help in the Manual.
This approach worked OK until I got to \Documents, where the program isn't responding the same way as it did with all the other folders. Right-clicking and choosing 'Include via filter' doesn't work on the Documents folder. You'll see from the 'Attempted config file' screenshot that all files in the Documents folder remain grayed out and unchecked, and you'll see from the 'Filter list' screenshot that I attempted to include '/Documents' and '*/Documents' multiple times.
Those attempts have only resulted in redundancy in the filter list.

As per the manual,
Simply removing the *\Documents\ entry from your exclude filter should resolve your issue
(and you better limit your include filter to just one, suitable inclusion entry of Documents).
As you have added *\Documents\ to your exclude filter, your Documents folder meets one of your exclude rules, and is thus excluded.Files and directories are only considered for synchronization if they pass all filter rules. They have to match at least one entry in the include list and none of the entries in the exclude list as presented in the filter configuration dialog
Simply removing the *\Documents\ entry from your exclude filter should resolve your issue

I didn't realize that I had somehow allowed *\Documents\ into the Exclude list. I removed it per your suggestion but then the Documents folder didn't appear anywhere and I couldn't figure out how to make it reappear, so I just started over (I suspect that after you save and close the file, even the temporarily excluded items disappear for good from that config file).
So I built a new config file, this time starting with D:\Users\Michael, then temporarily excluding the entire thing, then right-clicking each folder I want to back up and choosing "Include via filter". I now seem to have saved a config file as I want it.
