Pre-Sync Prep to save bandwidth

I have one datacenter that has high fees for data and another with low fees.
I would like to sync out files from the expensive to the cheap in real-time...

But I would like to avoid the bandwidth fees that would occur if I just setup the sync and let it go... I would like copy the initial files to a HDD and move the files from the expensive to cheaper server that way... then setup the sync to sync up missed files and any new changes... it just needs to be a one way sync that auto detects changes in realtime and pushes to the cheaper datacenter.

Can I do this? What do I have make sure happens so I don't get a full sync (expensive) when I setup everything?

This should just automatically work, I would think? Assuming you mirror over the contents of the expensive datacenter server to the cheap datacenter server correctly, when FFS runs afterwards, it should detect only files changed since the bulk copy. In any case, you should manually run the comparison first to ensure that FFS is doing what you think it should be doing.
