Versioning instead of delete?

Hello, I am new user of FFS.
I have tried FFS on this scenario.
Database synchronization left folders on 3 Win stations (compare).
Right folder on MS server (database).
When I added next client it seems, that this client started versioning on right folder (but I have selected option permanent delete).

This client has the latest software, previous have older. Could it be a problem?
Or can anybody advice please what to check?
