This seems to be a Windows bug: The above actions ordinarily show a menu with items and spin up a message loop that waits until the user made a selection or dismissed the menu.
The menu bar items have been disabled by FFS so no menu popup, however the message loop still takes place for some reason and "freezes" the progress until dismissed.
