error copying .pdf files

I get this error when copying deep file folders from one Win10 machine to another, over a home network (LAN). All other files copy fine, but all .pdf files get this error.

4:52:02 PM Error Cannot copy file
"Z:\me\frq\Work\CLC\Fog\sp800-191-draft_BJ.pdf" to
"C:\me\frq\Work\CLC\Fog\sp800-191-draft_BJ.631c.ffs_tmp".
Error Code 5: Access is denied. [CopyFileEx]

Any ideas what may be happening?

This, by the way, happens only to .pdf files regardless of any folder they live in. All other files get copied fine.

And I manually checked the permissions of the folder above, and Admins have full access (and I am FFS is accessing it as Admin account). But as I said, it is not unique to this folder. Any pdf file anywhere has this issue.

I am having the same issue. It started last month, Jan. 2020. It only affects .pdf files. I've triple checked file permissions. This happens between three machines on my local network: one runs win10, one win7, and one my old fave, win XP.
