"Detect Files Moved" not working when syncing 1 folder across 2 computers through an sftp server

Both computers running Windows 10. I know that FFS uses a database file to track file movement, and that this enables the "Detect Files Moved" feature. It works when 1 computer syncs multiple times in a row, however as soon as the other computer syncs to the server, the feature doesn't work anymore until 1 computer syncs multiple times in a row again.

I want to fix this issue. I think that FFS is detecting that the database file on the server was modified by another FFS session and so just overwrites it. I want to know if this is the way that FFS works, or if the database is able to be used by any FFS session from different computers.

This is getting frustrating as an 8gb transfer when I only moved those files to a different folder is becoming increasingly time consuming.
