Sync stops at 99.99% to a crawl

Why do my synchronizarions go to 3bytes per second?

I tried sharing a photo but the forum is accusing me of being a spammer when all I want to do is show what I’m talking about.

My guess is a backup was triggered between transferring and it screwed up that folder.
