How to stop a file from constantly moving

Hello,

I have 3 folders in this problem, folder A, B and C. I'm trying to move a file from folder A to B and C however after dropping a file in folders B and C they disappear after a few seconds (company setup) so what happens now is that the sync software moves the file from folder A to B and C again and that causes issues in some other system that we have as it tries to process the same file over and over. I tried every setup possible but nothing is working and i'm out of ideas. How can i get a file from folder A to B and C but not move again once it is deleted from folders B and C??
