FreeFileSync on Work with Two Certain User Accounts

I have two terminal Servers(A&B) using Network Load Balancing(NLB Cluster), both are Windows 2008R2.
I want to sync the desktop for any user that connects to the server Cluster, the idea is that no matter which Server a user is connected to, the shortcuts/icon on the desktops should be identical.
To achieve his I am syncing the desktop folders of all Users with Freefilesync. I have created the batch file for both servers and set(Source on A as destination in B) and Vice Versa. Both servers are in same domain and the Users folders in each Server is Shared with full Permissions for Everyone

I have created a Schedule in windows to run freefilesync on Log On and set to run even if the account I used to create the schedule is not logged on.

I have made all my test accounts local admins on each of the servers.

Everything works perfectly as intended on two accounts but on the other accounts, the desktops will not Sync. I have checked over and over again what is peculiar to these two accounts with respect to the rest of them but no difference as far as I can see.

Any help will be nice
