I have many files in a folder. Can I sync only one file out of that folder? I have version 10.19 and can't find a way how to select single file.

Depending on what is most suitable for your use-case:
If your entire sync consists of that single-file, you may change the Include filter to just include that file.
You can do so by manually editing the Filter settings (F7), or by running a Compare and then right-clicking on that single file and there select to include that file per the Include filter.
If you want to sync a complete folder tree A, but from a specific subfolder B in that foldertree A only a single file C, you may define two separate left-right pairs and use local Include/Exclude settings per folder pair.
1st pair: [LeftPathToA] and [RightPathToA] with a local Include filter of * (everything) and Exclude filter listing (at least) subfolder B
2nd pair: [LeftPathToA]\B and [RightPathToA]\B with a local Include filter of just file C and Exclude filter that may be empty
