I have installed 3.16 and 3.17 on win7 x64, English version, configured with
locale: Hebrew (Israel) and got RTL UI which is very confusing.

I have found that such a bug has been reported and resolved in the past:

However, it still appears on my system.

Can this be fixed without changing mu windows locale ?

This has been done in preparation of a proper translation into Hebrew.
Initially there had been display distortion which made the application pretty
much unusable. With v3.18, RTL flipping is restricted to areas where it makes
sense (like main menu on right, and inividual popup dialogs). Unfortunately,
although the hebrew translation already had been completed to about 80%,
interest of the translator diminished, leaving it in the current state.

I can help finalizing the translation. What do I need for that ? How can I get
the existing translation files ?

The updated file, compatible with v3.17 can be downloaded here:

Simply put it into the language subfolder, and it will be detected
automatically by FFS.

What's missing:
- some translations, that is empty <target></target> blocks, note for plural forms multiple entries need to be specified. For hebrew you can have a look at german.lng for comparison.
- consistency: It seems the order of some (many?) texts is not correct. They have been written left to right, but should be written right to left. This requires an editor which supports this. TTBOMK standard Windows Notepad does this correctly.

I have added all missing translations and fixed many of the existing.

Regarding the text direction, all Hebrew text are written as RTL (encoded with
respective UTF-8 RTL LTR marks between Hebrew and Latin words).

All the translation that I could test are looking fine on my windows 7
installation.
I couldn't test some of the complex sentences since I do not know how to get
the dialog or window that will show them.

BTW, after installing 3.17, selecting English as language, closing and
restarting, everything is arranged fine even with my system Hebrew locale, so
ignore my original post.

Awesome! The file format is complete and consistent. Just a few lines are
missing

That's good to hear. Hebrew is the first RTL language in FFS. So generally I
would expect there are some layout issue left with certain texts. If you find
some, let me know.

see to renable the old hack that prevented RTL when english language is
selected. This won't work smootly and require an application restart, but
should work at least.

Now that you've done the hard part, are you interested in keeping the language
file up to date between releases?

What I have meant is that except for the need to restart, the bug has already
disappeared in 3.17, at least on my win7 64bit system !

Yes I will keep maintaining it at least as long as I will use and update FFS.
How will I get the translation file in advance before releasing a new version
?

One more question:

I have noticed that on some <source> lines there is a '&' char inserted either
at the beginning or at some other place. I left such a char also in the
<target> lines and I have seen such a char at some odd places on previously
translated lines ! Whats the meaning of this char and where to I have to
insert it ?

What you call a "bug" is the actual expected behavior. Having no(!) RTL
swapping for Hebrew locale on first application start is a bug, as it was not
designed this way (this is fixed in v3.18). The behavior you want (no RTL
swapping for english) is a different story. I have to explicitly re-enable
this feature.

There's a second part of translating FFS. The installer. Could you check the
current translation is okay:
