Yeah the sata to usb adapter probably isn't great and may not be fully compatible with how Windows manages a disabled write cache. The drive itself is a Seagate Ironwolf which are ok in my experience. In any case, I found a fix which worked for me. Something to try if you're having the same issue ...

I was backing up >100,000 small files to a USB HDD and getting ~15 files per second on Win11. After enabling write caching on the external drive via device manager that went up to ~2000 files per second.
