I have a few suggestions to try debugging:
1. Instead of restarting the computer, what if you log off the user and log back in?
2. Are there any FFS processes still running if you look in Task Manager? What happens if you kill them?
3. What happens if you open Task Manager, kill all 'explorer.exe ...

This is happening to me as well. Win 11 25H2, RTX4070 drivers up to date. I do tend to leave FFS running while switching the power off of my screen, and later connecting via Jump Desktop form my home (in these instances I think I see it most often). Full restart needed to fix it.
