I have the same problem in 13.8.
D:/, E:/ works but H:/ cause this error on a new PC. On the old PC it worked.

On a Win10 system everything is correct "Open" as default, "Edit with FreeFileSync" as second entry.

In Win11 "Edit with FreeFileSync" is missing in the new and the "old" context menu on the main level.
But in "Open with" I have an entry "FreeFileSync - Folder Comparison an Synchronization" which ...

All Win11 systems
The contextmenu in Totalcommander ist ok.

It is just the same which I have on both systems.
An hour ago I had a remote session with a friend and had to look in a ffs_batch file.
In the context menu was "Edit with FreeFileSync". Now I have the same problem - no "Edit with FreeFileSync". I think I am stupid.

I use FreeFileSync on two systems, which are nearly identical. (Win11)
On one system I have "Open" as default action on ffs_batch-files. A second entry is "edit with FreeFileSync".
On my other system there is not entry "edit with FreeFileSync".
How I get the entry to edit die ffs_batch?

In the Windows64 version, the version is not set to 11.8

I excluded manual. Right-click I never used. ;-)
*\file.lock works

I was irritated by the sample \subfolder\ in the samples. It is only valid for root subfolders.

The local MagentaCloud of T-Online is a file \.cache\file.lock. It is locked by the Cloud software.
I tried to exclude:
\.cache\
file.lock
Nothing works. How I exclude the file.

I also try to use my Fritz-nas to save my files. I get the error 1117
Cannot write "\\Fritz-nas\fritz.nas\D_Save\10it\sync.ffs_lock".
I have no problem, when I copy to the nas.

Is there a workaround?
