Yes, server's response is "UTF8 ON"

So, it is Mega's fail.

It supports ok with official local server

Also I found an app like FreeFileSync but that supports Mega without ftp - it is Air Explorer.
It would be great to see Mega support in FreeFileSync.

I found solution in another program - WinSCP.
But in FreeFileSync there is no such setting.

When I trying to sync I am getting this error:

If I create new folder through windows it creates ok:
