No, you can use software to get NTFS on Mac, you can use software for HFS+/APFS on Windows, you can use SMB shares, you can set up an FTP server, or use exFAT. There are probably more options also.
What you probably meant is "Is exFAT the only file system that is natively support on both Windows and macOS?"

Thanks. I understand there are software available but I wanted a simple setup. The underlying OS's file system should not matter, so long as you can communicate between the various systems.
So if you can set up a share between Mac & Windows, FFS should be able to see it & "just work".
