ERROR_ACCESS_DENIED: Access is denied [MoveFileEx]

I've been having this error for months. I saw the other post about it but it was about Realtime sync. I only use freefilesync and the .tmp file that the photo shows is non existing, even with hidden files turned on. the only file there is the .xml file. I've tried reinstalling, deleting config, even reverting to a version that I can confirm didn't have the error at the time but it does now... Attached is a photo of the error.
