Ignore Dropbox Offline Files - Copy local stored only,

I'm looking to sync an external drive and have FFS move files from the local HDD folder for Dropbox which is primarily offline files to an External HDD folder also called Dropbox. The trouble is FFS sees the offline files as "changed" or new and appears to want to replace them in the external drive folder with the "pointer file." How would I filter FFS to ignore the Dropbox files that are offline and copy only files with an actual copy available on the local HDD? My problem may be that I created the external copy using file explorer because it downloads and uses the actual file. So now FFS has no history of having backed up a file and thus, it sees the entire local Dropbox folder as new. I realize I can download all the files from Dropbox to my local drive but I don't have the disc space. I hope this makes sense.

I did realize I could build a filter based on date and also not copying the "\.dropbox.cache\app_fs_new_files\" directory seems smart. In this instance, could I create a batch and realtime sync that would work? What am I missing?

Aren't "offline flies" and "files with an actual copy available on the local HDD" the same?
