I have an avi file in the source and it exists in the destination, but in the destination, its size is 0, so I would expect FFS to think it needs to copy it, but the program says it needs no action to be taken.
The file is HFoxP01_OP30_Train_04_49.avi
Here is a screenshot

The file on the Left must be OLDER then the file on the Right, I'm thinking.
Actually, that is what that icon, center column, is showing.
Right-hand side date is newer, so the file is not selected for update even though Left is bigger.

Change the date of the file on the Left (& re-scan) & it should then be picked up for sync.
Or "click" the (again center column) "do nothing" icon & change it Update.

It seems you are using the Update sync variant in the FFS sync settings (F8).
As you can see in the FFS GUI, when hoovering your mouse over the Difference Categories and corresponding Action for that Category, "right side is newer" files are not overwritten by the older left-side files ("do nothing").

You could consider using the Mirror sync variant instead, but note that in the Mirror variant right-side files that do not (or no longer) have a left-side counterpart (the Category "item exists right-side only") will be deleted.
If that is not your intention, you can define your own Custom sync variant according to your needs.
