I would ask you for help, how to do it.

I have two folders. In first there are jpg files - name DocumentXXXX - (XXXX means number) and in second folder there are same name files but pdf format.

I want to compare these folders and show only files (according to only file name), which arent in the both folders instead of file format (extension).

How I can do it please?

First step I did like on the picture (exclude *.pdf, *jpg).

Could you help me please?

FreeFileSync (FFS) only compares identically named files, including extension.
So, it seems FFS is not the tool for your use-case.

Just pointing out...

(On the Windows end, with other tools) you can do stuff like (& while not necessarily specific to above, above very well like can also be done), Finding files with .MD5 files with them.
