Which is done first, "Send email notification" or "Run a command"?

I ask because I'm looking for a work-around to send FFS notification emails with an attachment - as far as I know that's not possible.
So, I was hoping that if the command runs before the email is sent, I can add text to the FFS log file before it is sent as the body of the email.
Bottom line = I need/want to send pertinent information in addition to what the FFS log provides.
