Desktop cannot 'see' laptop on private or public network

Figured you guys would know the most about this.
Trying to set up FFS between my desktop and laptop. Both computers connected to same network via ethernet. Network profile is PUBLIC (cause that is what MS "recommends"). Network discovery and file sharing are on (both on public and private networks). IEEE 802.1X authentication is ON (both). Been trying to set this up for a week. Can't see laptop persists. Laptop CAN see desktop. Can PING the laptop successfully.
Can someone tell me what I've done wrong?
