RTS scans on start even though nothing changed — normal?

Every time I click Start in RTS, it does a scan and then finds no changes. Is that normal?

I log names of changed files and directories use "echo %change_action% %change_path% >> %csidl_Desktop%\log.txt"，and in the log.txt it shows "Create %change_path%".
