What does that little bar / percentage mean? Cannot find it mentioned at all in any of the documentation.

Quite simple:
Referring to the picture you linked:
76% = 0.76 = 40.5GB/(40.5GB+12.8GB)
12.8% = 0.128 = 12.8GB/(40.5GB+12.8GB)
So, the percentages indicate the relative amount of data considered for syncing of every folder within the scope of the sync.
In some cases it can be useful to know how the data is divided between the different folders.
