Seems like in 6.3 the FileTimeTolerance of GlobalSettings.xml is not respected.
Tons of files are listed as different, even though they differ in slightly different time stamps only.
2 sec not respected

False Alarm. The strange workings of my mind. I had overlooked the 1 hour difference.
To my defense: I ran a sync on old folders that I always used to sync with another tool that covers Daylight Saving Time differences. Quite useful, actually.
Let me rephrase it into a request: I wish there were an option in the xml to ignore 1-hour differences (and still apply the 2 sec to it, up or down). I cannot simply crank up the Tolerance to 3602. It would ruin my backups of the most recent work done.
