I've just gotten a 4K Ultra HD monitor for use with Linux Mint. The OS interface doubles in scale beautifully. The Opera browser scales, very pretty.
But some programs, like FreeFileSync, look terrible. Not just a microscopic interface, but a lot of draw errors.

Did you click on "menu->tools: Reset Layout"? This should get rid of most layout problems.
