On win 8.1, i receive immediately error message "System resources insufficient to complete the requested service."

Try re-downloading the installer file, it may have been corrupted.

Done ! I downloaded it on the site and on DownloadCrew... same result.

Sorry for the inconvenience Zenju... since you asked the installer files properties,I thought of running as admin and it works well...

So how if not with admin rights did you try to run the installer before? The installer automatically asks for elevation when started?

Simply run the exe-file ; the program did not asked for elevation.

The installer explicitly requests admin rights in the manifest file. There must be something else going on in your case that is non-standard or otherwise different from normal usage that explains why you do not see the admin prompt when starting the installer normally.
Just for the record, you're talking about "FreeFileSync_7.6_Windows_Setup.exe", right?
